The Croatian National Tourist Board is an independent organisation that is not part of the public or state administration system and operates on the principle of general utility and, unlike public authorities, does not have any public power. For this reason, general labour regulations apply to the employment relationship of employees of the CNTB, while special regulations prescribe the basic terms that must be met by employees working at tourist boards.
